You can't download these, but many are readable online. "Preview" versions do not include the entire book, but may still have the portion you need. For complete ebooks only, after running your search, go to Search Tools > Any Books > Free Google eBooks.
HathiTrust Digital Library
Bbooks digitized from library collections. Again, not downloadable: some are completely viewable online, while others have restrictions.
Internet Archive (aka The Wayback Machine)
A non-profit library of millions of free books, movies, software, music, and more.
National Academies Press
Scholarly/research oriented. Don't be confused by the prices--they're for buying a paperback copy. In most cases, the PDF version is free to download.
OpenLibrary
Requires you to register for an account, but is free.
